Executive Summary:
The main objective of the project was to strengthen the role of civil society, specifically selected NGOs in the development and implementation of public policies and their ability to conduct a structured political dialogue with government authorities by using long-term experience of selected NGOs and experts from the Czech Republic. The project aimed to achieve an increase in the ability of Kosovo's NGOs to influence public policy formulation, creating a sustainable framework for dialogue on the formulation of public policies among non-governmental actors and public institutions at the central level (government, parliament) with the Czech experience and methods to increase the expertise of NGOs and Kosovo think - tanks and their activism in the process of formulating public policy in these areas and its implementation, and the contribution of Czech expertise, enabling the transfer of know - how and best practices from the Czech Republic to Kosovo and the creation of professional ties between the Czech and Kosovar organizations and experts, dealing with the same or similar areas of public policy, namely the establishment of a formal "twinning".
Outputs:
10 Kosovo experts trained in matters of the Czech experience - the processes and mechanisms - for the formulation of public policies and structured interaction between non-governmental actors and institutions at the central level (government, ministries, Parliament). Achieved by a 5-day study trip to the Czech Republic in December 2010.
15 experts (NGOs, think tanks, representatives of government institutions) trained by experts from the Czech non-governmental organizations on the issue of sustainable management and structured consultation of civil society in formulating public policy in two areas: a) reforms in education and educational system b) promoting the rule of law (the fight against corruption, ensuring the independence of the judiciary).
20 trained representatives of NGOs, public institutions and journalists familiar with a methodology for conducting structured political dialogue between NGOs and public bodies and the mechanism involved in the consultations. Achieved by the organization of a workshop in Pristina.

This collection of articles, compiled by Democracy Reporting International (DRI) and Institute for European Policy EUROPEUM, responds to requests made by some Arab reformers to deepen their knowledge of how political change in Eastern Europe unfolded. Rather than focussing on the successful transitions, it presents case studies which recall the difficulties, pitfalls and political missteps which jeopardised these countries’ transitions and even caused some of them to fail.
