A Path to the EU: Czech Experience

Project Manager: David Král, Vladimír Bartovic

Timeframe: completed (June – December 2007)

Executive Summary:

The project was focused on the transfer of experience from the accession process to the EU from the Czech Republic to Bosnia and Herzegovina. More than forty participants from entire Bosnia and Herzegovina (journalists, NGO representatives and local government representatives) participated in the project. There were two main activities in the project: trainings in Sarajevo and study trip to the Czech Republic. Participants passed five days of intensive training in different topics related to the Czech experience with the accession process to the EU. On the other hand, participants of the study trip had the possibility to meet, discuss and set up new professional partnerships with their counterparts from the Czech Republic.

Outputs:

  • trainings in Sarajevo to a group of 40 selected Bosnian NGO representatives, journalists and representatives of local administration. The training covered the issues relevant to their role of the important actors in the EU accession process through a series of workshops. These workshops contributed to a better understanding of the principles, values and goals of the EU and of the decision making and coalition building process in the EU. On the other hand, the participants got a clear picture of the policy making process at the national level and of the role of different policy agents inside their country. Both Czech and national trainers led the workshops. This enabled combine optimally the foreign and domestic experience and knowledge.
  • study trip in the Czech republic for 15 carefully selected participants . This allowed getting a grasp of first hand experience and for twinning with their respective counterparts in the Czech Republic. The trip served also for fostering the working relationships within the group itself.

  • Democracy Delayed: Obstacles in Political Transition

This collection of articles, compiled by Democracy Reporting International (DRI) and Institute for European Policy EUROPEUM, responds to requests made by some Arab reformers to deepen their knowledge of how political change in Eastern Europe unfolded. Rather than focussing on the successful transitions, it presents case studies which recall the difficulties, pitfalls and political missteps which jeopardised these countries’ transitions and even caused some of them to fail.
