Feasibility Study for Consular and Visa Cooperation Among Visegrad States for Residents of Ukraine and Moldova

Executive Summary:

The aim of the project was an intensive empirical research to identify obstacles to possible cooperation of Visegrad states in consular and visa affairs towards Ukraine and Moldova. Research activities aimed to test the validity of three hypothetical barriers: lack of political will, incompatibility of procedures and insufficient technology, and a too low level of demand for facilitated access to visas to warrant the investment. These questions were tested through the combination of interviews with heads of Consular Departments of the Ministry of Foreign Affairs and the staff of the consulates of the Visegrad states and on-site assessment of the capacity of consular posts in Ukraine and Moldova.
