European Spring School Faculty and Staff



The senior members of the research team of the EUROPEUM Institute for European Policy will teach courses specially designed for the ESpS 2009. The faculty members hold a high level of expertise required for the policy research of the kind and, therefore, are frequently invited to teach students at the Faculty of Social Sciences of the Charles University in Prague as well as to share their knowledge in various panel discussions, seminars, and conferences.

David Kral

David KralDavid Kral graduated from the Law Faculty at Charles University. He has been the chairman of EUROPEUM Institute for European Policy since 2000 where he also serves as the director of EU policies programme. He lectures at the University of Public Administration and International Relations in Prague, and previously lectured at Charles University, Faculty of Social Sciences. He is a certified trainer in EU modules for public administration. During the work of the Convention on the Future of Europe and the Intergovernmental Conference 2003/2004 he was a member of advisory groups of the Minister of Foreign Affairs and the Prime Minister. He is a member of the Board of PASOS (Policy Association for an Open Society), gathering think-tanks and policy institutes from Central and Eastern Europe and Newly Independent States. His main areas of expertise in Europeum include the EU reform and Constitutional Treaty, EU enlargement, EU external relations, Common Foreign and Security Policy and EU policy of Freedom, Security and Justice.


Ivo Slosarcik

Ivo SlosarcikIvo Slosarcik has graduated from Faculty of Law, Charles University in Prague and Central European University in Budapest. He is lecturer of European and international law at Jean Monnet Center of Excellence, Charles University. Founding member of the Insititute for European Policy EUROPEUM where he is active as director for research. Major areas of interests - legal issues of the European integration, judicial and police co-operation in the EU and Czech reform of the civil service and judiciary. Editor of the European Policy Forum and Czech correspondent of the European Public Law Journal. Member of the advisory board for the European Constitution by the Ministry of the Foreign Affairs.


Lukas Pachta

Lukas PachtaLukas Pachta graduated from the Institute of Political Studies in Paris (Sciences Po) in European studies. In 2001 he became an editor of the Integrace - a magazine on EU issues. He is a research-fellow at EUROPEUM and assistant to Jana Hybaskova, Member of European Parliament. His main areas of research encounter current political developments in the EU, the institutional reform, EU foreign policy.


Vera Rihackova

Vera RihackovaVera Rihackova graduated from the Faculty of Social Science, Charles University, in International Relations and from Faculty of Humanities of the Charles University in Prague. She also studied political science at the University of Copenhagen, Denmark in 2001-2002 and attended the Fulbright US State Department Programme on US National Security and Foreign Policy Post 9/11, at the Institute of Global Conflict and Cooperation, University of California, San Diego, in January and February 2006. She is a PhD candidate in International Relations at the Charles University, Prague. She is an in-house research fellow at EUROPEUM Institute for European Policy, focusing on EU institutional reform, European Neighbourhood Policy and Security and Counterterrorism. Before that, she worked as the editor-in-chief of the Integrace.cz journal in 2002-2003.


Vladimir Bartovic

Vladimir Bartovic Vladimir Bartovic graduated in international trade and international politics at the University of Economics, Prague, Faculty of International Relations. In 2002 he studied at Universidad de Granada, Faculty of Political Science and Sociology. Nowadays he is a PhD candidate at the Institute of International Studies, Faculty of Social Sciences, Charles University in Prague. From 2000 till 2002 he worked as an editor in the Integrace magazine. He co-operated with OSCE election missions in the Czech Republic, Slovakia and Kosovo. He is especially interested in the UN interim administration mission in Kosovo and integration of Western Balkan countries into the EU.


Tomas Weiss

Tomas Weiss Tomas Weiss graduated in European studies at the Hamburg University of Economics and Politics and at the Institute of International Studies of the Faculty of Social Sciences, Charles University where he continues in PhD studies now. In 2007, he studied at Pazmany Peter Katolikus Egyetem in Budapest. In 2004, he completed an internship at the EU Institute for Security Studies in Paris. Since 2006, he has lectured on EU and security affairs at Charles University and at Metropolitan University Prague. His main field of interest is the EU common foreign and security policy with focus on ESDP and counter-terrorism, and transatlantic relations.


Radomir Spok

Radomir Spok Radomir Spok graduated at the Faculty of Law, Charles University and continued his studies at the Institute of International Studies, Faculty of Social Sciences, Charles University. He deals with the broader aspects of the European Union with focus on EU Regional Policy. In the past he worked as the editor-in chief of the Integrace magazine and in EUROPEUM Institute for European Policy he led several projects focused on educational and research activities. He is responsible for financial and project managements.
