Report | The 28th Regime: A New European Framework for Business?

On 24 March 2026, the Brussels Office of the EUROPEUM Institute for European Policy, in cooperation with Lobbio, hosted a roundtable discussion in Brussels on the proposed 28th Regime as a new European legal framework for businesses.

The discussion focused on the proposal's potential to strengthen the European Union's competitiveness, reduce fragmentation of the Single Market, and facilitate the establishment and operation of companies across Member States. Particular attention was paid to the European Commission's proposal, the European Parliament's position, outstanding issues in areas such as taxation and labour law, and the differing views of Member States on the forthcoming legislation.
