The prime ministers of the bloc's countries will have the final say on the matter at the summit in the middle of December, but uninamous agreement will be needed. Will it be possible to achieve? "Let's be honest, it is a political decision and what's happening in the Ukraine right now plays a big role. Russian agression has attracted attention in not only European Commission but also in many member states, and these members realize that if they have countries close to them, which do not have a clear european perspective, that they leave a door wide open for states like Russia to try to drag them into their influence, by fair means or foul - as is the case of Ukraine."
