The extension of emission allowances to buildings and transport is stirring political controversy.
The suggestion that the Czech Republic could join the extended emissions trading system on a voluntary basis is, of course, complete nonsense. The EU operates under a set of rules, and it’s simply not possible for one country to decide it will opt in only if it feels like it, while others are bound by the same rules.
