Experts say that both countries appreciate the simplified structure and greater flexibility of the budget, but at the same time express concerns about the system of national plans.

There is disagreement regarding national plans, which is causing uncertainty. This needs to be resolved before negotiations begin. For example, the current Czech system is not ready for centrally managed programs, which presents a challenge to create a workable solution.
