The reactions are uneven, there are countries like Poland, Finland and the Baltics that are actually massively increasing spending on their own defence, thus supporting NATO's security and defence capability. Some states do not perceive the threat as strongly. These are the southern states of the European Union, such as Spain, Italy and Portugal. So far, I have no indication that the diplomatic negotiations leading up to the NATO summit to be held at the end of June in The Hague suggest that these states will oppose the increase in spending.
A 5% increase in spending does not happen from one year to the next. The Czech Republic has only recently met its 2% of GDP commitment and the current government has pledged to increase the commitment gradually to 3% of GDP over the next five years. States must act together, as the danger is quite unprecedented.
