Until the reports are made public, we cannot know for sure what they actually say. The dispute is primarily about the interpretation of European law, specifically whether the strict transparency requirements that the European Commission applies to others also apply to communications via mobile phones and similar channels. The Commission argued that the rules do not apply to such communications because they are not part of official documentation. If it were now to find new reasons not to publish them, it would be playing very hardball with its credibility. If it demands strict rules from others, it should comply with them in the first place.
