The world is pouring huge amounts of money into reducing emissions, yet most countries still fail to meet the Paris Agreement, and global warming continues. While some emissions have plateaued, climate-related damages are rising, and the “free-rider” problem persists as states benefit from inaction. Geopolitical factors, especially the shifting climate policies of China and the United States, further complicate progress. “In reality, we face a classic free-rider problem — countries benefit in the short term from not meeting their climate commitments as long as others do. The Paris Agreement lacks effective enforcement, which is why most states fall short of their pledges. It is almost certain that we will overshoot the target. Even an additional half-degree of warming leads to severe consequences, particularly for poorer nations in the Global South, which are the most vulnerable.”
