TA3: The EU as a whole does not act on the issue of arms supplies to Ukraine, it is a decision of the member states

"European states have long been somewhat skeptical about the supply of either longer-range weapons or possibly fighter jets, for the reason that they have tried to prevent at all costs the provision of assets to Ukraine which would allow it to be active on Russian territory. This has however changed recently because we see that the way Russia is fighting in eastern Ukraine at the moment means that Ukraine will need those assets."
