Russia has repeatedly shown that, despite its initially open rhetoric, it is not interested in negotiating. It comes up with constantly escalating demands, acts unseriously, agrees to a ceasefire and then sends missiles at civilian targets. It looks rather as if Russia is toying with West.
It should be emphasised that the European Union does not have its own army and certainly will not have its own army in the foreseeable future. Ideas of creating a single battle group are completely out of touch with reality. However, I think that the European Commission will want to help the Member States as much as possible to increase their defence spending. It can relax the rules for them, which concerns fiscal rules, or common debts or other financial instruments are an option. The debate can be very intense.
