Platform Revolution: shaping the future of work in the EU and Western Balkans

The Project centres around the fast development of platform work in the Western Balkans and the EU. This new phenomenon has witnessed fast growth since the pandemic, particularly with digital platforms like “Upwork”.
31. October 2025

Factors such as flexibility, the promise of better opportunities for a decent income, and high unemployment rates in the Western Balkans have fueled the popularity of platform work in the regions. While the European Union has taken some steps to regulate the upcoming economy through the Platform Work Directive, legislative action in the Western Balkans has been slow and fragmented.

The project consortium includes:

EUROPEUM Institute for European Policy – Czech Republic

CDI Cooperation and Development Institute - Albania

CEP European Policy Centre –Serbia

ESE Association for Emancipation, Solidarity and Equality of Women – North-Macedonia,

IA Institut Alternativa – Montenegro

Kośiuszko Institute – Poland

SFPA Slovak Foreign Policy Association – Slovakia

CEID The Centre for Euro-Atlantic Integration and Democracy - Hungary

Below you can read the evaluation papers, prepared within the Platform Revolution project, which address the challenges and opportunities faced by European countries in implementing the new EU Platform Work Directive, particularly with regard to worker classification and the presumption of employment.
