The European Union has adopted the seventeenth package of sanctions against Russia in response to the ongoing aggression in Ukraine. The new restrictions will target, among other things, ships from the shadow fleet that Moscow uses to circumvent existing restrictions. Viktor Danek, deputy director of the EUROPEUM Institute, commented on the situation for CNN Prima News.

It is a difficult negotiation, as it is. This is the seventeenth sanctions package. Hungary, and sometimes Slovakia too, have objections, but in the end the Member States always agree. It is true that the less public attention that is paid, the easier it is to reach an agreement. Sanctions are a game of cat and mouse; whenever Europe introduces a new measure, Russia learns to circumvent it. It is therefore necessary to continually tighten sanctions in order to have the desired effect. Even if they have not yet produced a major result and Russia has not changed its behaviour in Ukraine, it is still the least Europe can do.
