The European Council summit, where the 27 leaders of the bloc meet, sets the EU’s future direction and addresses the most important long-term issues. It’s simply a place where he wants to be seen. In a way, it’s recognition at the highest international level and a way to show that he’s back.
It marks the beginning of the debate on financial allocations, how much money will go where, and what the priorities will be.
