ČT24 | Special EU Summit on Ukraine

The conclusions on support for Ukraine were adopted without Hungary, so they are not the conclusions of the entire European Council. The intention to support Ukraine and provide security guarantees was declared by 26 representatives of the Member States. Martin Vokálek, Executive Director of EUROPEUM Institute, commented for ČT24

All 27 Member States agreed to strengthen the EU's defence capabilities. There was talk, for example, of adjusting budgetary rules to allow states to spend more money on their own defence.

There was also discussion of using the 150 billion euros that could be used in the form of loans to improve the EU's defence capabilities and, last but not least, reforms of the European Investment Bank so that the EIB could better invest in the defence industry.
