First and foremost, the EU should accelerate and consistently apply the anti-dumping and anti-subsidy measures it already has at its disposal — we must prepare for a flood of Chinese goods, but so far, the EU is merely grasping at straws.

If it becomes clear that China, in an effort to offset the loss of exports to the U.S., is deliberately undercutting European companies or placing serious pressure on the European economy, the EU could also make use of its Anti-Coercion Instrument — although this remains a measure of last resort.

There is currently no full consensus within the EU on how to proceed. While countries such as Spain advocate maintaining more open trade relations with Beijing, Poland, the Czech Republic, and other states support introducing stricter safeguards against the influx of cheap goods that could undermine domestic producers in key sectors.
