iRozhlas | Time Is Running Out to Introduce Emissions Permits for Cars and Buildings. Czechia Wants to Revise the Plan

In a year and a half, the European Union is set to launch emissions trading for buildings and transport. The system will likely slightly increase the price of diesel, petrol, and gas. The aim is to encourage individuals and companies to reduce their fossil fuel consumption — and thus greenhouse gas emissions. However, most member states, including Czechia, are behind in transposing the agreed rules into national legislation. Moreover, Czechia is trying to push within the EU for stronger protection against major price fluctuations. The situation was commented on for iRozhlas by Rebeka Hengalová, a researcher at the EUROPEUM Institute.

I don’t expect that such a long postponement of the ETS2 system will be approved. Moreover, in other countries, ETS2 will either start as planned or is already operating at the national level, as is the case in Austria and Germany. Some member states already have a national system in place and recognize the major advantage of keeping the collected fees — essentially taxes on emitted carbon — within the national budget, where they can then be used accordingly.

It can be expected that the European Union will agree to push through certain technical adjustments in exchange for ensuring that all member states adopt and fully transpose the ETS2 systems, allowing them to start in 2027. A major part of the price predictability and overall reliability of the system lies in keeping the agreed deadlines — deadlines we all committed to back in 2023.
