Vladimír Bartovic

President

Vladimír Bartovic is President of EUROPEUM Institute for European Policy and an Associate Researcher at the European Council on Foreign Relations (ECFR). He has been associated with EUROPEUM since 1999 and led the Institute as Director from 2014 to 2021. He is a senior European affairs and public policy professional with more than 25 years of experience at the intersection of policy research, public administration and political decision-making. His main areas of expertise include European integration, democratic governance, the rule of law, foreign policy and Central Europe.

From 2021 to 2024, he served as Director of the Political Affairs Department at the Office of the President of the Slovak Republic, advising President Zuzana Čaputová on domestic, foreign and security policy. Earlier, from 2011 to 2012, he was Director of the Department of Strategic Planning and Analysis at the Ministry of Foreign Affairs of the Slovak Republic.

In 2025–2026, he was a Policy Leader Fellow at the Florence School of Transnational Governance of the European University Institute. His fellowship project, Safeguarding Democracy in Central Europe, focused on democratic resilience, the rule of law, political polarisation, disinformation, shrinking civic space and external pressures on democratic institutions.

Vladimír Bartovic has held several advisory and expert positions. He was a member of the external advisory team of the Czech Minister of Foreign Affairs, the Programme Council of the Czech–Polish Forum and the Executive Committee of PASOS – Policy Association for an Open Society. He has also served as an external expert evaluating projects for the European Commission.

He holds degrees in International Trade and International Politics from the Prague University of Economics and Business and in Law from Charles University. He also studied Political Science and Sociology at the University of Granada. He regularly comments on European and Central European affairs in Czech and Slovak media.

For the fourth time in a row, EUROPEUM Institute for European Policy is the best think tank in the Czech Republic. EUROPEUM also maintained second place in Central and Eastern Europe and improved in the global comparison, where it climbed 32 places in the worldwide category of non-US think tanks, according to the Global Go To Think Tank Index (GGTTI) 2020 report of the Think Tanks and Civil Society Program (TTCSP) of the University of Pennsylvania.
