Threatening to block an agreement is a classic tactic of Viktor Orbán, through which he increases his bargaining value for his 'yes'. He has always done this in the past. When the opposing side's offer was sufficient, usually in the form of funds from the European budget, he eventually agreed to some compromise. We will see whether he follows the same model this time as well.
