I would read the outcome of the Paris summit as European leaders agreeing on the need to "keep the US in Europe" and that in this smaller, more effective format they are seeking consensus on how to respond to the US demands made in the previous days. The partnership with America is not as reliable as it used to be, which is not surprising.
